NCNR means non-cancelable Non-returnable. In other words, some displays are unique and cannot be sold to any other customer. So, once production of them starts, it cannot be stopped.

VLCD is the voltage necessary for the LCD to turn on and operate. It stands for Voltage LCD. It is independent of the voltage for the backlight. On character and segment LCDs, this voltage is 3.3V or 5V.
