There really is no maximum number of segments. If you are using direct drive, such as a 1:1 mux or 4:1 mux, I would not suggest more than 100 segments. The pin out table is the connection between the character LCD (or any type of LCD including TFT, OLED etc.) to the customerss processor. Motion flicker is caused by too slow of a refresh rate. Solved by increasing the frequency.

IPS makes use of two transistors for every pixel, unlike older active matrix TFTs that used us one transistor.
This provides a sharper image and a wider viewing angle.
IPS provides a sharper contrast and is brighter but draws more power and is more expensive.

CSTN stands for Color super-twisted nematic display. it has been out for several years, but not as popular as TFTs and OLEDs. Refresh rate is how often the display is update.If the rate is set too low, the updating of the image is slower. People will see it as a flicker.

IPS stands for in-plane switching.

It provides a sharper image than older technologies.

an Active matrix is a flat-panel display in which the screen is refreshed more frequently than in passive-matrix displays. Active matrix require one transistor per pixel which increases the cost, but provides a sharper contrast.
