Is all the glass area of a segment display active?
Can you display on all of the glass area of a segment display, or is there some dead area?

No, not all the glass can be used to display a segment. There is a dead area of about 1mm all the way around the glass where the pins make connection with the ITO glass. Also, this is the area that is used for the bezel to hold the display to a PCB.
